For recently arrived EAL students who are between 18-22 years of age.  Candidates for this program have limited literacy skills in their first language due to a lack of opportunity to attend formal school and no or low English skills.  Because of this interrupted formal education, these students experience difficulty in mainstream EAL classes or in a traditional high school setting.
